In order to participate in the tender, it is necessary to prepare the technical specification in a high quality. To prepare these specifications, we are carefully collecting, analysing all available technical data on the relative object. In addition, we collect missing data for the quality preparation of the facility. Provide all customer claims in full in accordance with project specification.

What Must Contain Technical Specification.

Detailed information is contained in the Law of Ukraine «On Public Procurement» in Article 23.

«Article 23. Technical specifications, markings, certificates, test reports and other means of demonstrating conformity:

1. The specification should describe all necessary characteristics of the goods, construction or services to be procured, including their technical, functional and quality characteristics. The characteristics of the goods, works or services may contain a description of the specific technological process or production technology or the manner in which the goods are delivered, the performance of the necessary works, the provision of the service(s). The technical specifications may contain information on the transfer of intellectual property rights for procurement.
2. In the event that the subject matter of the procurement is subsequently used by individuals, the technical specifications should be tailored to the needs of persons with disabilities or project requirements to take into account the needs of all user categories.
3. Technical specifications may be in the form of a list of operational or functional requirements, including environmental requirements, provided that such requirements are sufficiently precise that the subject matter of the procurement is clearly understood by the requisitioner and the bidders. Where it is not possible to provide an exhaustive description of the characteristics, the technical specifications may contain references to standard characteristics, technical regulations and conditions, requirements, symbols and terminology related to goods, construction or services, which are purchased from existing international, European standards, other common European technical standards, other technical reference systems recognized by European standardization bodies or national standards, norms and rules. Each reference should be accompanied by the phrase "or equivalent".
4. Technical specifications should not refer to specific brands or manufacturers or to a specific process characterizing a product or service of a particular economic entity or to trademarks, Patents, types or specific places of origin or mode of production. If such a reference is necessary, it should be justified and contain the expression "or equivalent".
5. The Customer may require the participants to confirm that the goods, services or works they offer meet the requirements set out in the solicitation documents with respect to their environmental or other characteristics. Where environmental or other characteristics of a good, work or service have been established, the requisitioner should indicate in the solicitation documents which labels, test reports or certificates can demonstrate that the subject matter of the procurement meets these characteristics. The markings, test reports and certificates shall be issued by conformity assessment bodies whose competence has been certified by accreditation or by other means specified by law.
6. If a participant does not have appropriate marks, test protocols and certificates and cannot obtain them before the end of the deadline for submission of tenders for reasons beyond his control, He may apply for a technical passport to prove that he meets the same objective criteria. The customer is obliged to examine the technical passport and to determine whether it actually confirms compliance with the established requirements, with the justification of his decision. If the customer refers in the solicitation documents to specific labels, test reports or certificates, he is obliged to accept labels, test reports or certificates attesting to conformity with equivalent requirements issued by conformity assessment bodies, whose competence has been demonstrated by accreditation or by other means specified by law . »
