For the correct construction of facilities, a clear relationship between the customer and the contractor and subcontractors need a clear idea of the future object. Business Forward Ukraine provides the following services in this area:

Therefore, project documentation for the design facility is being developed. Design can be carried out in one, two or three stages. The number of design stages is determined by the customer and the designer, taking into account the provisions of DRBN A.2.2-3-2014 «Composition, procedure of development, agreement and approval of project documentation for construction». Previously the number of object stages was defined according to the category of complexity of an object:

  • I and II categories of design complexity were executed in one or two stages depending on the need.
  • III category of design complexity was carried out in two stages.
  • IV and V categories of complexity, technically complex with regard to urban planning, architectural, artistic and environmental requirements, engineering, introduction of new building technologies, constructions and materials, design was carried out in three stages.

After amendments to the legislation of Ukraine, namely the Law №1817-VIII «On Amendments to Certain Legislative Acts of Ukraine on Improving Urban Development" of January 17, 2017, which entered into force on June 10, 2017 and passed by the Ministry of Regional Development, of Construction and Housing and Communal Services of Ukraine, May 19, 2017 of the Decree № «125» On approval of Amendments to the Procedure for development of design documentation for construction of facilities» to change the categories were introduced classes.

Objects with minor effects (CC1), Design Implemented:

  • in one stage - working project stage (RP stage)
  • In two stages, for non-production facilities, the EE stage, and for production facilities and linear transport infrastructure, the TER stage and for both, the RP stage;

Class of Objects with Medium Effects (CC2), Design Implemented: with two-stage design:

  • project stage (hereinafter - stage P);
  • stage working documentation (hereinafter - stage R)

Consequence class CC3

In three-stage design: for non-production objects, the PE stage or by a reasonable decision of the customer, the TEO stage, and for industrial installations and transport infrastructure lines:

  • TEO stage;
  • P stage;
  • R stage;

For CC3 class objects as well as complexes (buildings), which include at least one object in the class of consequences (responsibility) with medium consequences (CC2) or significant consequences (CC3), the design is performed in three stages:

for non-production facilities - EP stage or by decision of the customer stage TEO, and for industrial facilities and linear objects of engineering and transport infrastructure :

  • TEO stage;
  • P stage;
  • R stage;

The customer and the general designer (designer) can make an informed agreed decision to change the number of stages and stages of design. In the case of major repairs to medium (CC2) and high impact (CC3) facilities, as well as to complexes (buildings) which include medium (CC2) and high impact (CC3) facilities, it is permitted to carry out the design in one stage - RP.
