The range of legal entities that can be involved in this task is quite wide.

First of all, state supervisory bodies. Local authorities have the right to allow construction (construction company), as well as the subsequent introduction of the finished object. They are involved in supervision at the stage of acceptance of the finished object.In addition, the implementation of supervisory functions may rely on:

• Specialized organizations that have SRO approval (construction). First of all, they are involved in work on technically complex and large enough objects. These companies work under a contract concluded with the customer;
• Company, project developer (author's supervision);
• Personally to the customer or his official representative;
• Authorized contractor staff conducting construction.

After the start of construction, the right to carry out inspections of construction works and supervisory activities (according to the law) is granted to state bodies.

The algorithm of work of the bodies supervising construction within the limits of implementation of technical inspection is the following:

The documentation must indicate: all identified violations, indicating the violated standards, photos of completed construction works, diagrams and graphs illustrating the construction, cost estimates. Representatives of the service engaged in technical supervision are obliged to keep the appropriate "Journal" stored at the site, as well as to sign acts drawn up upon the performance of covert work.

Basic Functions of Technical Supervision

As part of the supervision of construction works, measures are taken, the implementation of which allows:

1. Tasks of future works are defined.
2. A working group is being staffed. It includes specialists in specialized education who are directly related to construction (electricians, specialists from other SZHO), who have experience in the specialty from 5 years. In addition, be sure to include a financier who analyzes the estimates.
3. Control of measures is carried out (with departure on object). Their frequency and duration is prescribed in the relevant contract and is determined by the complexity and scale of construction work on the site (at least monthly).
4. Preparation of reporting documentation for the event.
   • Continuation of construction is prohibited until the signing of acts (inspector and executor) confirming the implementation of a specific stage of work in accordance with the working documentation and the provisions of applicable regulations.
   • The person engaged in technical supervision, after the completion of the construction of the facility, signs (together with the contractor) the relevant Act.
   • The presence of this document confirms that the constructed object meets the requirements of the project, DSTU, JV and existing legislation.
   • To control the availability of the necessary documents for the materials used by the contractor during the construction process and the results of the laboratory tests (the incoming control);
   • To control the organization of storage of materials and various products, questions of their storage.
   • If violations are detected, the representative of the technical inspection has the right to consider them unfit for further construction and to prohibit their further use.
   • Establish effective control over the implementation at each stage of the technology of construction works;
   • Strictly monitor the implementation of instructions issued by the body that performed the control;
   • Monitor compliance with the construction management calendar.
